Project Description
Schlagel Park, situated along the Columbia River in Pasco, WA, is a USACE-owned site leased and operated by the City of Pasco. The boat launch and upland facilities, last updated in 1975, were becoming outdated. MacKay Sposito led a comprehensive renovation effort, managing and permitting dock and boat ramp replacements to align with updated USACE standards and securing necessary lessee approvals. They also provided design services for key park upgrades, including new parking areas, irrigation systems, stormwater infrastructure, and restroom facilities.
MacKay Sposito’s environmental scientists played a pivotal role in the project by preparing all permitting documentation and leading coordination with regulatory agencies. They conducted a Biological Assessment due to in-water work involving vibratory and impact hammers, which posed risks to protected fish species. Permit documentation included JARPA and mitigation packages, shoreline and habitat reports, and a water quality monitoring plan, ensuring full environmental and regulatory compliance.
